She jumps in and out of the puppy pen all day on her own. She is a cat – if she didn’t like it, she wouldn’t choose to do it 🙂
she’s not showing any signs of distress; she doesn’t shut down, freeze, hiss, or swat. She struts through the sea of zois with a confident high tail and grace

Look at the tail. That tail position is positive cat body language. Also, you can see her rubbing her cheeks (leaving her scent in an affectionate/claiming gesture) on the puppies. Now, certainly a bigger animal/group could accidentally cause injury to a smaller/solo animal, but as the scene appears now, there’s no reason to forcibly separate the cat and puppies, and since the puppies are penned in, the cat could leave the pen without the puppies following.
Cat looks playfully overwhelmed only in the sense that puppies have not got full control over how much boop the snoots provide so there’s lots of adjustment to stay standing. There is no visible distress and cat looks pleased to be fussed over!
