For some of the people in the notes: 

There are SUPPOSED to be placebo pills in many brands of birth control. You take a placebo (sometimes it’s an iron supplement instead) a few days out of the month so as to have your period normally. This mimics a normal cycle while keeping you from getting pregnant.

It sounds like the issue is some packs got misaligned somehow and the placebos are scattered in randomly, not that some unpleasant person is switching them out.
