The inverts alone would be fine. You have to be careful with a tank that small to keep the parameters stable, but inverts have a low bio-load. A 13gal with a couple hermits, a few snails, a shrimp, and some coral would be just fine.
About the only suitable saltwater fish would be some of the smallest gobies. A neon goby would be OK, or some of the tiniest shrimpgobies, or a clown goby. Basically, no fish over an inch and a half, and no active fish that size.
This person has three territorial fish in a tank that doesn’t provide enough swimming space for any of them. I’d imagine it’s OK now because the fish all look young, but once they get older, especially once one of those clowns changes sex and they try to breed, it’s going to be massively overstocked and full of aggressive, stressed fish.
In saltwater, tanks under about 30 gallons are considered nano tanks, and the list of fish suitable for nano tanks is very short. Keep in mind that these are ocean fish- in the wild, they have no barriers. Their space needs are different from those of freshwater fish.
