Personally, I have never heard of anyone neutering a rooster. I wouldn’t try it. Instead, try contacting your town board and discuss having the rooster. If you’re unable to, I suggest finding a friend or relative who can take care of him so you can at least still see him.
Neutering a rooster is much more involved than in other animals because their testes are up inside them. It’s not a commonly done procedure, so you’re unlikely to find a vet experienced in it, and it has a lot of risks. It may also not make him that much quieter. You’ll want to look for other options.
